It depends on what look do you want to go for:
DRAMATIC look
Red lipstick is in itself dramatic, black or dark-brown smokey eyes look will make you a drama queen! Don't forget to use suitable eyeliners (black or dark brown) and mascara for the complete eye make up.
Daily/neutral look
Beige or very light chocolate eye-shadow (vanilla color?) with subtle eye-liners and mascara will be fine. Don't forget to draw your eye-brows and wear higlighter under your eye-brows, it will make your eye-make up looks clean and neat.
In both looks, red lipstick will make you look elegant!
Which eye make up should be worn with red lipstick?
It depends on the look that you are going for, or that you feel more comfortable in. If you like bold, then you can try using a pearly white eyeshadow and black eyeliner and mascara. If you want a more subtle look, use a bronze eye shadow and grey eye liner and a little bit of mascara. With your skin color you can try anything and you will still look good.
Some brown shimmer on the lid , some eyeliner and mascara , because you want you lips to be the focus of your face , so do not use bright colour on the lid if you do not wnat to look like a clown...
Go with a beige eyeshadow and black eyeliner. Make the eyeshadow almost match your skin. Obviously you want the red lipstick to be the star piece.
Definitely keep it neutral. Red is such a dominating color; you do not want to go all out and put on a ';clown'; face. Neutrals definitely keep things balanced.

A light color like whites or pinks would look good. I wear red sometimes and I use white and green
