I've heard to keep the eye makeup simple if you want your lips to be the highlight. I have brown eyes, brown hair and fair skin. Can someone give me some suggestions of colors of shadow and eyeliner to use. Also, what shade of red lipstick should I use?

Personally I think some brown eyeliner and maybe some subtle brown eyeshadow to give it an evening look and bring out the color of your eyes but not too much because you don't want it to take away from your lips.
Try rubbing some lipstick possibilities on your hand to see which goes best with your skin tone... you probably want something that is more of a warm tone - so it will appear a little more maroon or deep as opposed to a cooler (almost pink-y) color. It also depends on the outfit you will be wearing with the lipstick

If youre doing a dramatic lip, you should keep your eyes gorgeous but subtle. i suggest dark brown or black kohl eyeliner all the way around your eyes, and gently smudging it with a qtip. for eyeshadow, maybe a light dusting of gold eyeshadow, something like mac's 'gorgeous gold'. finish with 2 coats of mascara on the top, one on the bottom lashes, and you're set.

Use a matte shade of red (mac makes a variety of great colors) and keep the eyeshaddow simple - I like to use either a sheer silvery color or just do a nice cat eye - but thats getting overdone these days.
when wearing red lipstick the rest of ur makeup should be light and suttle or you\ll look like a clown. Try a skin coloured shimmery eye shadow and be very light on the blush!

if you use red lipstick also try a eye color that is going to stand out to.
just simple. maybe use a little bit of black liner, but a soft black as well as some volumizing mascara. try a bold red it will stand out and look gorgeously punchy against the simple eyes! hope i helped!
IF YOUR GONNA GO WITH RED LIPSTICK THEN YOU SHOULD WEAR YOUR BLUSH COLOR (WHATEVER COLOR YOU USE FOR BLUSH) FOR EYESHADOW BUT APPLY WITH THE BLUSH BRUSH ONCE OR TWICE DONT OVER DUE IT..WITH THIN BLACK EYELINER ON TOP OF EYE ONLY AND LOTS OF MASCARA AT LEAT 3 OR 4 COATS....

True reds have always been popular with those of fair complexions but...
You can also try any shade with a pink undertone or a plum tone if you do not want a bright cheery red. Also consider a red shade of sheer lipstick which looks really pretty on fair people.
be careful not to pick a color that makes the pink undertones in your face stick out.
and for your eyes...
use one light and shimmery neutral color all over the eye. You can apply a little black eye liner if absolutely needed, but it is really not nessesary becuase of how dramatic your lips are....if you use too muh you will just look trashy and not classy. Apply some black mascara and you eyes should be done.

i like the dark shades of red..the eye shadow wear like maybe something that matches your skin but just a little bit brighter...ummm...i say dont wear eyeliner
